There were no new members present.

 

Vice President, David Hooper, presided over this meeting.

 

 

Police Report/New Ingleside Station Police Captain:

 The new police captain for the Ingleside Precinct, Capt. David Lazar, was present to introduce himself to the members and give an update on issues in our area.

  Capt. Lazar is a fourth-generation San Franciscan and has worked for the police dept. for 18 years including three years at Ingleside from 1996-99.

  Ingleside has been selected to be a "Model Station" which translates to 1 Captain + 5 Lieutenants (other stations have 4).  The fifth lieutenant is a "Resource Lieutenant" whose focus will be integrating community solutions and outreach to combat crime in the district.

  Capt. Lazar plans to revamp the  on-line updates from his office, and this being his second day at the station, intends to notify community groups when it is up and running.

  There was a homicide in our neighborhood on Saturday, April 18 at the corner of Otsego and Santa Ynez. It apparently involved parties from Daly City and Balboa High School but no furthur information was available at this point in the investigation.

 

Residential Permit Parking for Mission Terrace?

  Bond Yee, Director for the Dept. of Parking and Traffic, presented the particulars of forming a Residential Permit Parking Area in our neighborhood.  There are approximately 450,000 registered vehicles in SF and 42,000 for zip code 94112 - twice the average for other zip codes.

  There are currently 28 Permit Parking Areas in the City; the two adjacent to our neighborhood are area "D", Glen Park (both sides of I-280) and area "V", surrounding City College (both sides of I-280).

  The quickest way to implement a new zone is to join an existing area (D or V) and three months to complete the transition is not unreasonable. Fifty percent + 1 of residents on each newly created permit block must be in agreement to establish a new zone.

  It is really a community parking issue in that it does not create more or guarantee more available parking in the area. It merely places time restrictions on those who park in the neighborhood but do not have permits.

  One mile of frontage minimum is required to create a new zone. In addition, 1, 2, and 4-hour time limits are also possibilities without the creation of a new or "piggy-backed" permit zone.

By-Laws Amendment:

  Tonight was the second reading and vote of the proposed Amendment to the By-Laws regarding meetings in January and February which fall on holidays.  The proposal will change the meetings in those months to the FOURTH Monday rather than the third as in other months.

 

The proposed change to the by-laws passed unanimously.

 

Supervisor Avalos Office Report:

  Francis Hsieh, aide to Sup. Avalos brought us up to date on activities in the district.

  There is a Town Hall meeting on Sat. April 25 at 10:00 AM at the Minnie and Lovey Ward Rec Center in the OMI.

  The hours of operation for the Balboa Pool will not be as drastically cut as formerly proposed.

  There is a beautification/traffic calming project afoot for the median triangle on Lyell St. at Still.

  A Motion passes to support this project.

 

Treasurer’s Report:

  We have 46 paid members and a balance of $3,748.17.

  Outstanding bills include :  There are no outstanding bills.

Sunshine Commitee Report:

  No report was given

 

Old Business:

  • Petitions of support were circulated for the community garden project at the Geneva Mini-Strip

 

  • Balboa Park Planning Meeting (TPL):

  The meeting at Lick-Wilmerding was well attended.  Issues of importance to the community included: Safety and use of playground; Playing field access; Proposed use for former fire station lot at San Jose and Ocean Aves;  the need for better paths/circulation.

  There will be two additional future meetings TBA.

   There was no new business.
